Are you a leader?
We have all been there. The project from hell - all politics and no action. If only the project manager knew what they were doing!
The answer to this problem is probably closer at hand than you think. At the end of the day the only people who are going to deliver are those at the coal-face cutting the code. You have far more power than you think. Methadologies come and go but no methodology will ever be a substitute for talented engineers.
So are you a victim or a leader? Do you really understand what your project is trying to achieve (in business model not technology terms)? Are you and the team empowered to employ your skills to maximum effect in finding the optimum 80:20 based solution?
Your CIO might be a good place to start. Put together a proposal for how you can cut out the nonsense, and deliver more benefit at a fraction of the cost. It is highly likely they will be interested!
